Scaffolding permit in Lisbon: how to apply to the city council, 2026 fees, deadlines, rules and fines

In Lisbon, scaffolding on the pavement or road needs a street-occupation permit from the city council, applied for online 20 working days ahead, or just a notice 5 days before for conservation works. We cover each case, the documents, the 2026 fee (about €440–545 for a 25 m façade for a month, €0 for conservation), traffic, EMEL parking and fines.

In short: in Lisbon, scaffolding on the pavement or road needs authorisation from the Câmara Municipal de Lisboa (city council) under its regulation on street occupation by building sites (ROVPEO). For conservation works, if the scaffold leaves the ground floor clear or keeps a 1.50 m corridor with a protective canopy, a notice up to 5 days before is enough, and the occupation is free for the first 4 months. Otherwise you need a permit, applied for online at Loja Lisboa with an occupation plan; the council has 20 working days to decide. In 2026 the fee is €282.24 to apply plus €13.07 × metres of façade × floors × months × 0.12 to 0.20: about €440–545 for one month of scaffolding on a 25 m, four-storey façade. Occupying without a permit costs €6,440–8,280 for individuals and €22,080–44,160 for companies.

This is the Lisbon version of our general guide to the scaffolding licence in Portugal. To compare with other councils, see the street-occupation fee calculator.

ROVPEO, articles 8 and 9, and RMTRAUOC, article 23. Conservation works include painting, render repairs, façade cleaning or roof repairs that don't change the structure.

Note the new building code: Portugal's revised planning and building regime (RJUE) came into force on 1 October 2026, and the council says it is adapting its procedures and online services. The categories of works exempt from prior control may have changed, so check how your job is classified before choosing the application.

How to apply, step by step

  1. Choose the right service at Loja Lisboa Online, under «Novo pedido»: «Ocupação da via pública – obras isentas de controlo prévio» (which includes the notice) or «Ocupação da via pública – obras sujeitas a controlo prévio». The application is filed on the Urbanismo Digital platform. In person: Loja Lisboa at Entrecampos, by appointment (free line 800 910 211). The services are in Portuguese.
  2. The building owner applies («dono de obra»), or whoever has standing (the condominium administrator, with the meeting minutes). The scaffolding company can file it, but liability and fines fall on the owner if nobody applies.
  3. Gather the documents (list below). A notice needs four items; a permit needs a drawn occupation plan.
  4. Wait for the decision: the council has 20 working days and silence is not approval. If the plan is filed with the building process, that process's deadline applies.
  5. Pay and collect the permit within 30 days, or it lapses. The occupation period runs from the day you collect it, and the minimum charge is one month.
  6. Request traffic restrictions and contact EMEL if you occupy the road or parking spaces (see below).
  7. Put up the scaffold with the A0 information board, netting and lighting.
  8. Apply for an extension at least 20 days before it ends. After that, only a new permit application is possible. Suspending or halting the works does not stop the clock.
  9. Dismantle and clean up within 8 days of the end of the works, even if the permit is still valid, and restore the pavement.

Documents

For the notice (conservation works, 5 days before):

  • How long the occupation lasts.
  • Pavement width and how the street is kept clear.
  • Statement of responsibility signed by the technician in charge of the scaffolding.
  • Declaration that you will repair any damage, with a copy of the third-party liability insurance policy and proof the premium is paid.

For a permit (ROVPEO article 11), plus proof of standing:

  • Occupation proposal, with phasing and maximum duration.
  • Technician's statement of responsibility and, where relevant, a statement for lifting or work-at-height equipment and the crane operator's certificate.
  • Damage-repair declaration with the liability policy and premium receipt.
  • Occupation plan to scale (at least 1:200), dimensioned, showing the scaffold, hoarding, containers, rubble chutes, hoists and all street furniture, lamp posts, hydrants, drains and trees.
  • Pedestrian route and protection plan, including lighting of covered walkways.
  • Traffic plan if traffic is affected, and utility companies' consultation if there is a crane on the street.

Technical rules in Lisbon

  • Pedestrian corridor: at least one third of the pavement, minimum 1.50 m, measured from the kerb or the line of trees and street furniture.
  • Tunnel or covered walkway: 1.50 m wide and 2.50 m high clear, protected at the sides and overhead, lit 24 hours a day at the owner's expense, with an even floor and accessible ramps.
  • Protective canopy: required on buildings with 2 or more floors when the hoarding is less than 5 m from the façade, at least 2.50 m high with a 15 cm upturned edge.
  • Netting: the scaffold must be wrapped in fine mesh netting or screen in a light, uniform colour, preferably white. A screen printed with the approved façade gives 50% off the scaffold fee.
  • Hoarding: white, at least 2.20 m high, and not allowed where shops, offices or homes in the building are still in use.
  • Information board: A0 size, 1.50 m above the ground, with the planned end date, the developer and the technician (template on the council website). Also required for exempt works.
  • Cranes: not allowed on the public road except in justified cases; crane lifts require police presence.
  • Rubble: closed chute into a container inside the site, or ending no more than 2.50 m above the pavement with a lid and pedestrian protection. Mixing mortar on the street is banned.
  • Loading and unloading: outside peak hours, with signs; if it disrupts traffic, ask the council 5 days before and call the police.

Baixa Pombalina, main avenues and heritage buildings

In the Baixa Pombalina and on Avenida da Liberdade, Fontes Pereira de Melo, República, Almirante Reis, Gago Coutinho, Rua da Palma and Campo Grande the rules are stricter:

  • You can't occupy the whole pavement, the carriageway or central reservations (the council may accept corridors under 1.50 m on narrow streets).
  • If the scaffold stays more than 9 months, the netting must reproduce the approved façade at full scale. The same applies to listed buildings, buildings being listed and those in Lisbon's municipal heritage charter (Carta Municipal do Património).
  • Loading and unloading only between 6:00 and 8:00 or 20:00 and 23:00, with a special noise licence.

For listed buildings and their protection zones, the works may also need an opinion from Património Cultural, the national heritage agency.

What it costs in 2026

Building-site occupation fees follow Lisbon's planning fees regulation (RMTRAUOC), with 2026 values published in January:

  • Permit application: €282.24 (extension: €188.16).
  • Scaffold: metres of façade × coefficient × floors × months × €13.07. Floors already behind a hoarding aren't counted twice.
  • Hoarding: m² × coefficient × months × €13.07. Other equipment (containers, chutes, cranes, hoists): units × coefficient × months × €13.07.
Coefficients by zone (Lisbon, 2026)
ItemTraçado A/BTraçado C/DAreas to consolidate
Scaffold (per metre of façade and per floor)0.200.150.12
Hoarding in front of the building (per m²)0.650.600.55

Crane in front of the building (per unit)27 (€352.89/month)21 (€274.47/month)18 (€235.26/month)
RMTRAUOC, annex IV, with the 2026 unit value (€13.07). The «traçados» are zoning categories in Lisbon's municipal master plan (PDM); the council's 2026 planning-fee simulator has the calculations by zone.

Discounts: conservation or exempt works pay nothing for the first 4 months and 50% from the 5th; permitted works in the central and residential «traçado urbano A» get 50% off for the first 4 months; a façade-print screen gives 50% off the scaffold fee; charities (IPSS), public-interest bodies and controlled-cost housing get 50% (exemption must be requested).

Example: 25 m façade, four floors, one month

Façade scaffold along 25 m of a four-storey building, using 1 m of pavement for 30 days, no hoarding:

Example fee in Lisbon (2026 values)
CaseScaffold feeApplicationTotal

Normal works with a façade-print screen (A/B)€130.70€282.24€412.94
Conservation works, up to 4 months€0€0€0
Calculation: 25 m × coefficient × 4 floors × 1 month × €13.07. For conservation works, 50% of the monthly fee is due from the 5th month.

The fee is the small part of the bill. For the same façade (250 m²), renting the scaffold costs about €375–750 a month and erecting and dismantling it €1,250–1,875, plus €50–150 for the board, netting and lighting: roughly €2,100–3,300 for normal works and €1,700–2,800 for conservation works. See rental companies in our scaffolding rental directory.

Traffic, parking and police

  • Traffic restrictions: apply to the council («Condicionamento temporário de circulação na via pública») at Loja Lisboa Online or the Baixa, Entrecampos, Marvila and Saldanha offices. It costs €121.15 per street section or junction (€72.80 to change the date or place), must be requested between 10 working days and one month ahead, and lasts at most 10 working days. Contact: [email protected].
  • EMEL parking spaces: once you have the council permit, ask EMEL to reserve the spaces (in «Meu Perfil EMEL» or at [email protected]) before you start, and pay compensation per space, only during charging hours:

  • Police: the applicant books the municipal police or the PSP traffic division when there is a crane, a concrete pump disrupting traffic or a road closure.

Noise and working hours

  • Putting up and taking down scaffolding near homes is only allowed on working days between 8:00 and 20:00. Weekends, public holidays or nights need a special noise licence, requested at least 15 working days ahead (Regulamento Geral do Ruído, articles 14 and 15).
  • In 2026 a special noise licence costs €200.10 in Lisbon, plus €98.70 a day for inspection and €49.30 a day at weekends.
  • Works inside homes, shops or offices: working days 8:00–20:00 only, with the duration posted in the building.

Fines

ROVPEO fines are set as multiples of the minimum wage (€920 in 2026):

ROVPEO, article 31. With negligence, the limits are halved. The council can also order removal within 5 days and remove the occupation at the offender's cost.

In a case decided by the Lisbon Court of Appeal in December 2023, a building owner paid a combined fine of €9,750 for containers on the street without a permit and a non-compliant rubble chute, even though another company had placed the containers.

Where Trapézio de Prismas fits in

We don't erect scaffolding or handle permits. For short jobs at height, an aerial work platform parked for a few hours can avoid the scaffold, the occupation plan and the fee. If you need your own machine, we sell new and used JLG platforms.

Frequently asked questions

Do I need a permit for scaffolding in Lisbon if I am only painting the façade?

Painting is conservation work. If the scaffold leaves the ground floor clear, or keeps a 1.50 m corridor on the pavement with a canopy and no tunnel, a notice to the council up to 5 days before is enough, with no permit, and the occupation is free for the first 4 months. Otherwise you need a permit, also free for the first 4 months.

How much is a scaffolding permit in Lisbon in 2026?

€282.24 to apply plus €13.07 × metres of façade × floors × months × a coefficient of 0.12 to 0.20 depending on the zone. For a 25 m, four-storey façade for one month, about €440–545. Conservation works pay nothing for the first 4 months.

How far ahead should I apply?

The notice for conservation works is filed up to 5 days before. A permit can take up to 20 working days, so apply a month ahead. Traffic restrictions are requested between 10 working days and one month before.

Where do I apply?

Online at Loja Lisboa (lojalisboa.pt), under «Novo pedido» → Ocupação da via pública, filed on the Urbanismo Digital platform. In person at Loja Lisboa Entrecampos, by appointment (800 910 211).

What is the fine for unlicensed scaffolding in Lisbon?

Occupying the street without a permit is fined €6,440–8,280 for individuals and €22,080–44,160 for companies (2026 values). The building owner is liable if nobody applied.

Do I pay EMEL if the scaffold takes up parking spaces?

Yes, in paid zones: once you have the council permit, ask EMEL to reserve the spaces and pay €0.80–3 per space per hour, or €2–8 per day depending on the zone, only during charging hours.
