Looking to rent scaffolding?Use our scaffolding rental directory: 61 companies across Portugal, with a map, a filter by scaffold type, erection and indicative prices.See scaffolding companiesIn short: in Porto, scaffolding on the pavement, parking spaces or road needs a permit to occupy public space for works, applied for on the city council's Portal do Munícipe at least 20 working days ahead. The rules are in the Código Regulamentar do Município do Porto (Porto's municipal code). Unlike Lisbon, there is no simple-notice option. A tunnel scaffold costs €2.13 per m², per floor, per 7 days: about €1,065 for one month on a 25 m, four-storey façade. That is half for a suspended or cantilever scaffold, and 80% less for the first 90 days for small works on mainly residential buildings. If traffic or parking has to be restricted, the council handles it in the same application. Occupying without a permit costs 2 to 4 times the fee, at least €350 for individuals and €1,000 for companies.
This is the Porto version of our general guide to the scaffolding licence in Portugal. To compare with other councils, see the street-occupation fee calculator.
Who can apply and when
- Works permitted by the council (or with an admitted prior notice): whoever is responsible for the works applies. The occupation cannot last longer than the building permit.
- Works exempt from a permit (conservation, small repairs): can also apply, provided they have filed the «Informação de início dos trabalhos de operações urbanísticas» (start-of-works notice) up to 5 days before work starts. Both can be filed at the same time.
- Who signs: the owner, usufructuary, tenant or surface-right holder, or a representative (the condominium administrator, with the minutes approving the works).
- Scaffold entirely on private land: doesn't need this permit. But a crane on the plot whose jib swings over public space does.
Note the new building code: Portugal's revised planning and building regime (RJUE) came into force on 1 October 2026, with new forms and document lists. Check on the Portal do Munícipe whether the form has changed before you file.
How to apply, step by step
- Get quotes from two or three scaffolding companies with the façade area, number of floors, duration and scaffold type. The company can help with the plan.
- Fill in the application «Ocupação de espaço público por motivo de obras (estaleiro, contentor, plataforma móvel ou andaime)» on the Portal do Munícipe (portaldomunicipe.cm-porto.pt), online, or hand in the form at the Gabinete do Munícipe (Praça General Humberto Delgado, 266), by appointment through Linha Porto, 220 100 220. The services are in Portuguese.
- File at least 20 working days before you want to put the scaffold up. The council's stated average response time is 20 working days for complete applications.
- The council reviews it, arranges any traffic or parking restrictions internally, calculates the fee and notifies approval.
- Pay and receive the permit. It starts on the date shown on the permit or, if you pay later, on the first working day after it is sent. If you pay in instalments, you can only occupy once everything is paid.
- Put up the scaffold with the required fencing, screen and signs, and call the police if loading and unloading disrupts traffic.
- Extend before it ends if the works run late: an extension pays the fee plus 25%. Occupying after the end date counts as occupying without a permit.
Documents
All in PDF:
- Occupation plan with dimensions, equipment, obstacles (signs, lamp posts, trees, parking meters, bins, shelters) and the clear pedestrian corridor. The kerb is a safety strip: it cannot be occupied or used as a walkway. The council provides template drawings for scaffolds on the pavement, in the road or parking lane, tunnel scaffolds and suspended scaffolds.
- Description of all equipment, justifying the area requested.
- Works schedule justifying the duration.
- For small works («escassa relevância urbanística»): a declaration or condominium minutes authorising the works, and a declaration of the share of the building in residential use, which gives access to the 80% discount.
- The form also asks for pavement and carriageway widths, whether there is parking, door numbers and the building permit or notice number.
Technical rules in Porto
- Distance from the kerb: any occupation stays at least 0.40 m from the kerb, with a clear, accessible pedestrian corridor.
- Tunnel scaffold: pedestrian corridor through the scaffold 2.20 m high, metal fencing on the works side, and the outer screen only from 2.20 m up.
- Suspended or cantilever scaffold: fixed to the façade with no ground-floor supports, or with bases against the façade and the pavement left clear. It pays half the fee of a tunnel scaffold.
- Access: the scaffold must keep access to the building and the visibility of shop windows and windows of units in use.
- Screen and lighting: the façade must be covered with screening, cloth or shade netting fixed to a rigid frame, and temporary lighting is required if street lighting drops below 16 lux.
- Hoarding and site area: a hoarding is required on all works, wood or metal, at least 2 m high; site fencing on public space is metal, painted grey, black or white, 2 to 2.5 m high.
- Not allowed on public space: toilets and sales or marketing containers. Rubble containers must be netted, clean and aligned with the parking spaces.
- Heavy vehicles, concrete mixers and cranes: only at low-traffic times and for the shortest possible time; metal plates on the pavement where heavy vehicles cross; the owner calls the police when needed.
- Rope access: exempt from the permit and fee if there is a continuous safety perimeter and at least 1.20 m of pavement left clear.
Advertising on the scaffold screen
On works with a permit, the scaffold screen can carry advertising up to 8 m × 3 m, but only for the works themselves (for example, the sale of the flats), only while the works are running, with one support per façade. It must come down if the works stop for more than 30 days. It needs a separate advertising permit with a fee per m² per month (between €12.00 and €19.86 in the 2025 table, depending on whether it is lit and whether it occupies public space).
In the historic centre (a UNESCO World Heritage site) and other areas of public interest, advertising has stricter aesthetic rules. For listed buildings and their protection zones, the works may also need an opinion from Património Cultural, the national heritage agency.
What it costs
Fees are in annex G-1 of the municipal code. The values below are from the consolidated version of November 2025; the council updates them for inflation, so check the council's fee simulator before budgeting.
| Item | Fee | Unit |
|---|---|---|
| Tunnel scaffold | €2.13 | per m² of scaffold, per floor, per 7 days |
| Suspended or cantilever scaffold | €1.065 (50%) | per m² of scaffold, per floor, per 7 days |
| Site area (fenced area, material storage) | €3.55 | per m² per 7 days |
| Crane or crane jib over public space | €70.83 | per 7 days |
| Concrete pump truck | €106.24 | per 7 days |
| Extension | +25% | on the fee for the extended period |
Discounts:
- 80% off for the first 90 days for small works («escassa relevância urbanística») on mainly residential buildings. The rule refers to small works; conservation works (painting, façade repairs) are a different category in the building code, so ask the council whether the discount applies to your job.
- Rehabilitation in an urban rehabilitation area (ARU): 50% off the building-permit fees, but the discount does not cover the use of public space.
- Charities (IPSS): 50%. Approved applications to the 1.º Direito housing programme (for example, rehabilitating Porto's «ilhas»): fully exempt, including public-space occupation.
Unlike Lisbon, Porto has no 4 free months for conservation works.
Example: 25 m façade, four floors, one month
A 25 m scaffold along a four-storey building, 1 m wide on the pavement (25 m²), for 30 days, which count as 5 periods of 7 days:
| Case | Calculation | Fee |
|---|---|---|
| Tunnel scaffold, normal works | 25 m² × 4 floors × €2.13 × 5 | €1,065 |
| Suspended or cantilever scaffold, normal works | 25 m² × 4 floors × €1.065 × 5 | €532.50 |
| Tunnel scaffold, small works on a residential building (−80%) | €1,065 × 20% | €213 |
| Suspended scaffold, small works on a residential building (−80%) | €532.50 × 20% | €106.50 |
| Extension for another 30 days, tunnel scaffold | €1,065 × 1.25 | €1,331.25 |
For the same façade (250 m²), renting the scaffold costs about €375–750 a month and erecting and dismantling it €1,250–1,875, plus €50–150 for the board, screen and lighting. With the fee, that's roughly €2,700–3,800 for normal works with a tunnel scaffold, or €1,900–3,000 with the 80% discount. In Lisbon the same job pays about €440–545 in fees, and nothing for conservation works: see our guide to the scaffolding permit in Lisbon.
Traffic, parking and police
- With an occupation permit: if the scaffold or site needs traffic or parking restrictions, the council arranges them within the same application, with no separate request. Parking spaces taken up are charged as site area.
- Stand-alone restriction (for example, for a mobile crane or a truck delivering scaffolding): request it at least 22 working days ahead and pay at least 8 working days before. It costs €210 per street with signs placed by the council (€40 without), plus €20 a day up to 10 days and €25 a day from 11 to 30 days, plus any materials not recovered.
- Police: the owner calls the police to keep traffic moving when loading, unloading or manoeuvres disrupt it.
Noise and working hours
- Putting up and taking down scaffolding near homes is only allowed on working days between 8:00 and 20:00. Outside those hours you need a special noise licence, requested at least 15 working days ahead (Regulamento Geral do Ruído, articles 14 and 15). The occupation permit doesn't replace it.
- In Porto the special noise licence is charged by the hour: €30.08 from 20:00 to 23:00 on working days, €42.12 at weekends and on public holidays, and €42.12–60.17 an hour at night. Requests with less than 15 working days' notice pay 15% more.
Fines
Fines in the municipal code are counted in municipal units (€5 each) or as multiples of the fee due:
| Offence | Individuals | Companies |
|---|---|---|
| Occupying without a permit or differently from the permit | 2 to 4 times the fee due, minimum €350 to €2,500 | 2 to 4 times the fee due, minimum €1,000 to €10,000 |
| Breaking the general rules (pedestrian corridor, kerb distance, access) | €350–2,500 | €1,000–7,500 |
| Works without a hoarding or screening, or a non-compliant hoarding | €400–8,000 | €400–8,000 |
| Not filing the start-of-works notice | €400–1,200 | €400–1,200 |
| Loading and unloading that blocks public space | €150–500 | €150–500 |
Scaffolding companies in Porto
Our scaffolding rental directory lists 12 companies with premises in Porto district, with contacts and scaffold types. Ask whether they prepare the plan and the Portal do Munícipe application, and whether they offer suspended scaffolds, which pay half the fee.
Where Trapézio de Prismas fits in
We don't erect scaffolding or handle permits. For short jobs at height, an aerial work platform can avoid the scaffold and the occupation fee. If you need your own machine, we sell new and used JLG platforms.
